The DHEC representative is engaged in a friendly, relaxed conversation with the Manager of the industrial waste site. This is after DHEC told me they could not meet with masked (Black) community members in an open-air parking lot because of Covid-19 policies.
The truck at the end blocked traffic in three directions to turn around and back in.
